Topical Cutters
The issue of topical cutters is dealt with in Subject Cataloging Manual: Classification F350. Here  is a paraphrase:

1. Topical Cutters are printed in the LC class schedules.  Establish them in the same manner as class numbers. Propose only the alpha portion; LC will complete the numeric portion. Former practice in some areas allowed for the listing, preceded by "e.g," of a representative sample rather than a complete list of usable Cutters. When encountered, cancel the notation "e.g." and establish the new topic.

2. The following types of cutters are generally not printed in the LC class schedules and need not be established: personal, corporate, and geographic names, names of languages, and titles of individual works. In some areas, representative Cutters of these types appear in schedules, preceded by "e.g."  Do not cancel these, but do not add additional examples.

3. If possible, formulate the caption to match the subject heading as appropriate.

4. Do not build hierarchy into topical Cutter number developments.
