How to establish the heading for a corporate body subordinate to the World Zionist Organization, called in the item in hand "Dor Hemshech-Young Leadership Development and Volunteer Projects", considering the similarities between the name of this sub-body and those in two established headings:
World Zionist Organization.$bDor Hemshech Institutes
World Zionist Organization.$bYoung Leadership
Division
Each of these records (n83-163830 and n77-8644) contains refs showing variants of the words "Dor Hemshech," though none of the refs in either record is identical to any of those in the other. (NOTE: Even if some refs in these records *were* identical this would cause no problem, as it's perfectly legit for refs to conflict. It's only when a ref conflicts with a *heading* or headings conflict with each other that special action has to be taken). No "clean-up" as such is needed for these records, since there is nothing to show that the sub-bodies concerned are identical. At most we might add a 667 to each stating "Cannot identify with: World Zionist Organization. Name of the other sub-body," but it is doubtful this would be helpful.
As for the sub-body in this example, there is no evidence for
considering it identical to *either* of the already-established
sub-bodies-- unfortunately. It would be problematic
even to establish it as subordinate to "Dor Hemshech Institutes,"
unless that whole phrase (including the word "Institutes")
occurs in connection with the name of the sub-body somewhere
in the item. It should simply be established separately
from either, on its own merits.
