The interrogative "Ha-" or "He-"  and its similarities to and differences from "ha-"  or  "he-"  (the definite article) are
discussed on  p. 27-28 of *Hebraica Cataloging*.  Note that  both the interrogative particle and  the definite article are followed by hyphens, but that only the first is capitalized when  it comes at  the beginning of  a field, and only the second is disregarded in filing.
